Appropriates $125,000 from the General Improvement Fund for personal services and operating expenses to provide positive 4-H youth development experiences for Arkansas youth ages 5-19.

Appropriates $125,000 from the General Improvement Fund for improvements, renovations, and construction at the Arkansas 4-H Center, including facility upgrades, water treatment plants, sewer systems, and buildings.

Allows the University of Arkansas to supplement appropriated funds with grants, donations, Federal funds, and unobligated cash income to finance the full project costs.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in disbursement of funds.

Effective July 1, 2015, with emergency clause to ensure immediate implementation for essential governmental operations.
