Appropriates $1,000,000 from the General Improvement Fund to the Department of Finance and Administration for grants to the Arkansas Hunger Relief Alliance to support hunger relief efforts throughout Arkansas

Exempts the appropriation from restrictions applicable to other state programs, allowing new rules and regulations to be adopted to carry out the intent of the General Assembly

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless specifically provided otherwise

Permits receiving institutions and agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income, but prohibits use of existing Maintenance and General Operations funds for this purpose

Declares an emergency clause making the Act effective July 1, 2015, citing the constitutional one-year appropriation limit and essential need for timely governmental program administration
