Appropriates $350,000 to the Department of Finance and Administration - Disbursing Officer for Little Rock Zoo improvements, payable from the General Improvement Fund.

Authorized improvements include education building renovations, Arkansas Farm exhibit development, grounds maintenance, equipment, construction, and operating expenses for the zoo.

Allows institutions to supplement State Treasury funds with grants, donations, and Federal funds, but prohibits using existing Maintenance and General Operations appropriations for these purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursement.

Declares an emergency effective July 1, 2015, stating that appropriations are limited to one year by Arkansas Constitution and timely implementation is essential for agency operations.
