Appropriates $750,000 to the Arkansas Economic Development Commission from the General Improvement Fund for grants to cities, counties, planning and development districts, and other eligible entities.

Funds may be used for land acquisition, construction, renovation, equipment purchases, industrial site development, intermodal facilities (including ports and rail spurs), road and highway improvements, environmental mitigation, and water and sewer system projects.

Prohibits contract awards or obligations exceeding available State Treasury funds, but allows recipients to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Contains emergency clause declaring the appropriation effective July 1, 2015, to ensure uninterrupted agency operations.
