Appropriates $350,000 to the Department of Arkansas State Police from the General Improvement Fund for construction, renovation, and improvement of a municipal police department shooting range.

The shooting range is intended to serve the broader law enforcement community, including the Arkansas State Police, Department of Correction, Insurance Department, and higher education institutions.

Allows the Department to accept and use grants, donations, Federal funds, and unobligated cash income to supplement state funds for the project.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Effective July 1, 2015, with an emergency clause declaring the immediate implementation essential to agency operations.
