Appropriates $350,000 to the Arkansas Economic Development Commission from the General Improvement Fund for capital improvement grants for compressed natural gas fueling stations.

Grants are available to cities, counties, planning and development districts, and other eligible entities for land acquisition, improvements, construction, renovation, major maintenance, and equipment purchases.

Authorizes the Commission to adopt new rules and regulations to carry out the appropriation, without restriction by requirements applicable to other programs.

Permits agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing.

Effective July 1, 2015, with an emergency clause declaring the appropriation essential to agency operations.
