Appropriates $1,000,000 each to eight Arkansas Economic Development Districts from the General Improvement Fund: Northwest, North Central, Northeast, Southeast, Southwest, Western, West Central, and Central Arkansas districts.

Total appropriation of $8,000,000 distributed through the Department of Finance and Administration - Disbursing Officer for planning and development grants.

Allows appropriated entities to accept and use grants, donations, and Federal funds to supplement state treasury funds without using existing Maintenance and General Operations funds.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Effective July 1, 2015 as an emergency measure to ensure uninterrupted agency operations during the fiscal year.
