Appropriates $500,000 to Mid-South Community College from the General Improvement Fund for construction, personal services, operations, renovation, maintenance, equipment, security enhancements, and technology upgrades for a kitchen incubator facility.

Appropriates $500,000 to Mid-South Community College from the General Improvement Fund for construction, personal services, operations, renovation, maintenance, equipment, security enhancements, and technology upgrades for a KWEM Radio Station.

Contracts and obligations may only be incurred within available State Treasury funds, but the college may supplement with grants, donations, Federal funds, or unobligated cash income.

Funds must be disbursed in compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Act becomes effective July 1, 2015 and is declared an emergency due to constitutional requirements limiting appropriations to one-year periods.
