Repeals Arkansas Code § 6-53-203(a)(2), eliminating the Arkansas Higher Education Coordinating Board's duty to determine service areas for two-year institutions and recommend which system institution should serve each area.

Amends the definition of "service area" in § 6-53-103 to remove language requiring the Arkansas Higher Education Coordinating Board to assign geographic areas to institutions.

Modifies § 6-53-301(e) to expand the local board's responsibility from serving citizens "within the service area of the institution" to serving citizens "within the state."

Changes references throughout the code from "service area" to "district" in sections governing student tuition, fees, transportation, and vocational education coordination.

Removes language requiring "assignment of a service area" as a prerequisite for two-year branch campuses to become technical colleges under § 6-53-402(b).
