Repeals the Arkansas Higher Education Coordinating Board's duty to determine service areas for two-year institutions and designate which system institution within each service area shall be responsible for meeting postsecondary educational needs.

Changes institutional responsibility from serving designated service areas to serving the entire state by replacing "service area" language with "state" in sections governing local board duties and educational obligations.

Removes requirements for service area assignments when establishing or approving two-year branch campuses and technical colleges, eliminating the need for board designation of geographic service boundaries.

Revises definitions related to technical and community colleges to eliminate references to service area limitations while maintaining language regarding districts for tuition and fee purposes.

Modifies provisions governing student tuition, transportation systems, and secondary vocational-technical education coordination to reference districts instead of service areas assigned by the state board.
