Appropriates $500,000 from the General Improvement Fund to the Department of Health - State Athletic Commission for grants to Boys and Girls Clubs statewide.

Funds may be used for construction, renovation, maintenance, purchase of equipment, personal services, and operating expenses.

Allows the Department to adopt new rules and regulations to implement the appropriation without restriction by other program requirements.

Permits recipient institutions to accept and use grants, donations, and Federal funds to supplement State Treasury funds for project financing.

Takes effect July 1, 2015, with emergency clause declaring immediate effectiveness necessary for agency operations.
