Appropriates $250,000 to the Arkansas Economic Development Commission for grants to health-related facilities and hospitals for construction, land acquisition, improvements, renovation, maintenance, equipment acquisition, and technology upgrades.

Appropriates $250,000 for grants to cities, counties, planning and development districts, and other eligible entities for land acquisition, construction, industrial site development, intermodal facilities, rail spur construction, road and highway improvements, environmental mitigation, and water and sewer system projects.

Permits institutions and agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing, provided that maintenance and general operations funds are not diverted for these purposes.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in disbursement of funds.

Effective July 1, 2015, with emergency declaration to ensure immediate operation of the agency and continuity of essential governmental programs.
