Appropriates $1,000,000 to the Department of Education from the General Improvement Fund for grants to fund breakfast nutritional programs in public schools.

Allows the Department of Education to adopt new rules and regulations to implement the appropriations without being restricted by requirements applicable to other programs.

Permits institutions and agencies to supplement state funds with grants, donations, and federal funds, but prohibits using existing maintenance and operations funding for this purpose.

Requires strict compliance with state purchasing, accounting, budgetary, and fiscal control laws in disbursing funds, unless otherwise specified by law.

Becomes effective July 1, 2015, with an emergency clause declaring the immediate implementation essential to proper operation of the agency and preservation of public health and safety.
