Appropriates $250,000 to the Department of Human Services - Division of Aging and Adult Services for senior citizen center grants from the General Improvement Fund.

Funds may be used for construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance of Senior Citizen Centers.

Authorizes new rules and regulations to be adopted to carry out the intent of the appropriations without restriction by requirements applicable to other programs.

Permits recipient institutions and agencies to supplement state funds with grants, donations, Federal funds, and unobligated cash income for project financing.

Establishes July 1, 2015 as the effective date with an emergency clause declaring immediate implementation necessary for essential governmental operations.
