Appropriates $250,000 to the Department of Rural Services for grants to Arkansas Boys and Girls Clubs for operating, construction, improvements, equipment, renovation, and maintenance expenses related to youth program activities.

Appropriates $500,000 for grants to fire departments, counties, municipalities, and other eligible entities for public buildings, community centers, memorials, parks, amphitheaters, recreation centers, fire protection, and cemeteries.

Appropriates $100,000 for grants to counties for law enforcement operating, construction, improvements, equipment, renovation, and maintenance expenses.

Allows institutions and agencies to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income for project financing.

Declares an emergency clause making the act effective July 1, 2015, and was approved on March 16, 2015.
