Governor may appoint provisional department secretaries to conduct an efficiency study designed to achieve maximum financial savings in administrative costs for state government reorganization

Provisional principal department secretaries or Governor's office shall develop a detailed reorganization plan including estimated costs, projected savings in real dollar amounts, service improvements, implementation timetables, and required legislation

Study focuses on reorganizing state agencies into ten principal departments: Agriculture, Commerce, Interior, Health and Human Services, Corrections, Education, Finance and Administration, Labor/Employment/Workforce, Natural Resources, and Homeland Security, plus additional departments as Governor deems necessary

Each entity studied must report total administrative costs in real dollar amounts to department secretaries, Governor's office, and relevant legislative committees

Act declares emergency effective upon Governor approval to address urgent need for funding public education, prisons, health care, and other essential services through government efficiency and elimination of duplicate functions
