Redirects $15.00 from the uniform circuit court filing fee to the Best Practices Fund to support transitional reentry centers operated by the Department of Community Correction.

Repeals the existing provision that directed $15.00 of uniform filing fees equally to the University of Arkansas School of Law and University of Arkansas at Little Rock School of Law (50% each).

Amends the Best Practices Fund statute to explicitly authorize funding from the uniform filing fee portion designated for transitional reentry centers and programs that reduce recidivism.

Requires that Best Practices Fund revenues supplement rather than replace existing state and local resources for offender rehabilitation programs, and prohibits reduction of General Revenue Fund or Community Correction Revolving Fund expenditures based on Best Practices Fund availability.

Declares an emergency clause effective upon governor approval to account for the revenue decrease to law schools before the July 1, 2015 fiscal year start.
