Adds presidential preferential primary elections to the types of elections where early voting is available to qualified electors beginning seven (7) days before election day and ending the day before the election

Establishes that the presidential preferential primary election shall be held on the first Tuesday in March of the year in which the national nominating convention is held

Requires candidates to file party certificates with the Secretary of State during a seven-day filing period beginning at 12:00 noon on the first Monday in November before the primary election

Mandates the Secretary of State transmit certified candidate lists to county boards of election commissioners no later than ninety-two (92) days before the election, with counties holding public meetings at least eighty-nine (89) days before to determine ballot order by lot

Makes the State of Arkansas responsible for bearing the full cost of the presidential preferential primary election through appropriations to the State Board of Election Commissioners
