AR SB390

Appropriates $1,000,000 to Mid-South Community College from the General Improvement Fund for construction, operations, renovation, maintenance, equipment, security enhancements, and technology upgrades for a Welding Annex facility.

Authorizes the college to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Prohibits use of the college's regular Maintenance and General Operations appropriations for any purposes covered by this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Establishes July 1, 2015 as the effective date with emergency status to ensure proper agency operation and implementation of the appropriation.
