Appropriates $250,000 from the General Improvement Fund to the Arkansas Department of Environmental Quality for a pilot program grant to develop processes for separating, recovering, and recycling used asphalt roofing shingles, including asphalt cement.

Grant funding covers personal services, operating expenses, research, testing, commercial plant design, equipment acquisition, site development, infrastructure, construction, regulatory compliance, and product marketing related to the recycling initiative.

Grants must be awarded based on written proposals approved by the Arkansas Department of Environmental Quality, evaluated on development of sustained recovery processes and minimization of material waste.

Special grant provisions are effective only from July 1, 2015 through June 30, 2016, with funding subject to standard state fiscal control laws and purchasing requirements.

Act becomes effective July 1, 2015 with an emergency clause declaring the appropriation essential to agency operations.
