Appropriates $1,000,000 to the Department of Human Services - Division of Developmental Disabilities Services as a grant to the Conway Human Development Center for serving developmentally disabled individuals.

Eligible uses of funds include personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance expenses.

Funds are payable from the General Improvement Fund or its successor fund or fund accounts.

Prohibits use of Maintenance and General Operations funds for this appropriation; institutions may supplement with grants, donations, Federal funds, and unobligated cash income.

Act becomes effective July 1, 2015 and is declared an emergency due to constitutional limitations on appropriation periods and essential operations of the agency.
