Appropriates $15,000,000 from the General Improvement Fund to the Department of Human Services - Division of Developmental Disabilities Services for grants to Human Development Centers serving developmentally disabled individuals.

Grants may be used for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance expenses at the centers.

Allows recipient institutions and agencies to accept and use grants, donations, and Federal funds to supplement state appropriations, provided that existing maintenance and operations funds are not diverted for these purposes.

Establishes that disbursement must comply with state purchasing, accounting, budgetary procedures, and fiscal control laws unless otherwise specified by law.

Becomes effective July 1, 2015 through emergency clause declaring the immediate implementation essential to agency operations and public welfare.
