Appropriates $15,000,000 to the University of Central Arkansas from the General Improvement Fund for essential operations, construction of academic facilities, renovation and repair of campus facilities and infrastructure, and campus technology improvements.

Authorizes the university to supplement state funds with grants, donations, Federal funds, and unobligated cash income to finance the entire costs of projects, but prohibits using Maintenance and General Operations funds for these purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Establishes that funds must be disbursed in compliance with stated reasons for the appropriation as documented in budget manuals, agency requests, executive and legislative recommendations, and official legislative minutes.

Declares an emergency effective July 1, 2015, citing constitutional limits on appropriation periods and the need for immediate operation of the agency; approved March 24, 2015.
