Appropriates $1,000,000 to the Department of Education - Educational Television Division from the General Improvement Fund for construction, renovation, maintenance, equipment, security enhancements, technology upgrades, and facility repairs, including grant matching.

Authorizes the department to adopt new rules and regulations to carry out the appropriation without being restricted by requirements applicable to other programs.

Permits the department to supplement state funds with grants, donations, federal funds, and unobligated cash income, but prohibits using maintenance and general operations funds for these purposes.

Requires strict compliance with state purchasing, accounting, budgetary procedures, and fiscal control laws when disbursing funds unless specifically exempted by law.

Declares an emergency effective July 1, 2015, based on constitutional restrictions on multi-year appropriations and the need for immediate agency operation.
