AR SB401

Appropriates $250,000 to the Department of Information Systems from the General Improvement Fund for maintenance and general operation costs of a two-year enterprise agreement for unencumbered address data access to all state agencies in Arkansas.

Requires the enterprise agreement with a third-party data compiler and publisher to include unique persistent identification numbers and GEOCODE tracking for each data record to protect sensitive information.

Mandates data updates every thirty (30) days and requires two data delivery formats: a nationwide web-based platform with search and mapping capabilities, and a raw data format for Arkansas business and residential information.

Provisions are effective July 1, 2015 through June 30, 2017, and funds may be supplemented with grants, donations, Federal funds, or agency unobligated cash income without reducing regular Maintenance and General Operations appropriations.

Act becomes effective July 1, 2015 under emergency clause due to state constitutional restrictions on multi-year appropriations.
