Appropriates $2,250,000 to Arkansas State University - Beebe from the General Improvement Fund for construction, renovation, equipment, maintenance, personal services, and operating expenses of the ASU - Heber Springs Campus Academic Building.

Permits institutions to supplement appropriated State Treasury funds with grants, donations, Federal funds, and unobligated cash income to finance the entire project costs.

Prohibits use of maintenance and general operations funds provided by the General Assembly for the purposes appropriated in this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations in disbursement of funds.

Declares an emergency effective July 1, 2015, citing constitutional limits on fund appropriations to one-year periods and the essential need for immediate implementation.
