Creates the Arkansas Bikeways Commission to promote Arkansas as a bicycling tourism destination and advance the economic development benefits of bicycling tourism in the state.

Commission shall make recommendations on implementing the State Bicycle and Pedestrian Plan and educate communities on bicycling benefits including road and trail safety, rural community strengthening, environmental stewardship, and close-to-home recreation.

Commission consists of 14 members: 6 appointed by Governor and confirmed by Senate (2 tourism industry members, 2 economic development organization members, and 2 cycling organization members with one aged 18-24), and 8 members appointed by legislative committee chairs and state agency directors (Highway and Transportation Department, Parks and Tourism Department, and Economic Development Commission).

All commission members must be Arkansas residents, serve 4-year terms without compensation, and meet with a quorum of 6 members required for business; affirmative vote of 6 members necessary for any action.

Commission records are public and maintained by the Department of Parks and Tourism, which may provide staffing at the Governor's direction; Governor shall call the first meeting.
