Repeals Arkansas Code § 23-115-410, which required the Arkansas Lottery Commission to provide an annual minimum of $200,000 for compulsive gambling disorder treatment and educational programs.

Eliminates requirements for the Department of Human Services to administer gambling disorder treatment and educational programs, including maintaining a toll-free helpline for gambling disorder information and referral services.

Removes the mandate for joint reporting to the Arkansas Lottery Commission Legislative Oversight Committee regarding gambling disorder program funding and expenditures.

Amends Arkansas Code § 23-115-801(d)(2) to specify that only direct expenditures of the Department of Higher Education to administer scholarship funding from lottery net proceeds may be invoiced to the office.
