Amends Arkansas Code § 14-234-110 to require municipalities to extend water services to nonresident consumers upon request if two conditions are met: the nonresident lacks access to rural water service and existing infrastructure is available at the time of request.

Municipalities remain exempt from obligating themselves to provide specific water amounts, maintain consistent water pressure, or expand/relocate infrastructure outside their boundaries for nonresident consumers.

Allows municipalities to charge nonresident consumers rates that differ from rates charged to municipal residents, as determined reasonable by the municipality's legislative body.

Excludes nonresident consumers seeking water for agricultural, developmental, or industrial purposes from the requirement to provide services.
