AR SB407

Appropriates $1,000,000 from the General Improvement Fund to the Department of Human Services for a grant to the Burlsworth Foundation for equipment, supplies, operating expenses, and personal services.

Exempts the appropriation from restrictions applicable to other programs currently administered and authorizes adoption of new rules and regulations to carry out the General Assembly's intent.

Permits the Department of Human Services to accept and use grants, donations, and Federal funds to supplement State Treasury funds, provided existing Maintenance and General Operations appropriations are not diverted.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless specifically exempted by law.

Effective July 1, 2015, with emergency clause declaring the immediate effectiveness essential to proper agency operation and public health and safety.
