Appropriates $468,379 total from the Miscellaneous Agencies Fund Account for the Commission's fiscal year ending June 30, 2016, consisting of $249,704 for regular salaries and $81,208 for personal services matching.

Allocates $137,467 for maintenance and general operations, including $61,917 for operating expenses, $4,550 for conferences and travel, and $71,000 for professional fees.

Requires all fund disbursements to comply with state procurement laws, accounting procedures, revenue stabilization law, and regulations from the Department of Finance and Administration.

Declares an emergency effective July 1, 2015, stating that immediate appropriations are essential to the agency's operation and that delays could harm essential governmental programs.
