Appropriates $250,000 to the University of Arkansas at Monticello for the Crossett campus to be used for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades/equipment, and furnishings.

Funds are payable from the General Improvement Fund or its successor fund or fund accounts.

Allows the university to supplement state funds with grants, donations, federal funds, and unobligated cash income, but prohibits using Maintenance and General Operations funds for these appropriated purposes.

Requires strict compliance with state purchasing law, accounting and budgetary procedures law, revenue stabilization law, and all fiscal control regulations of the Department of Finance and Administration.

Becomes effective July 1, 2015 under emergency clause provisions.
