Appropriates $1,000,000 to the University of Arkansas at Monticello from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades/equipment and furnishings of the Math and Science Center.

Prohibits contracts or obligations from exceeding available State Treasury funds, but allows the university to supplement the appropriation with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Establishes that funds must be used in compliance with the stated reasons for the appropriation as evidenced in budget manuals, letters, and legislative testimony related to the bill's passage.

Declares an emergency clause with an effective date of July 1, 2015, citing the constitutional prohibition on appropriations exceeding one year and the necessity for immediate operational continuity.
