Appropriates $500,000 to Arkansas State University from the General Improvement Fund for remodeling, renovation, refurbishing, equipment, furnishings, and replacement of plumbing/electrical/heating and cooling systems at Lakeport Plantation facilities.

Allows Arkansas State University to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance the full project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Establishes that funds must be disbursed in compliance with stated reasons for appropriation as documented in budget manuals, agency requests, legislative recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2015, citing the Arkansas Constitution's one-year appropriation limit and the essential need for immediate agency operation.
