Appropriates $1,000,000 from the General Improvement Fund to the Arkansas Natural Resources Commission for grants, loans, construction, repairs, equipment purchases, land acquisition, administrative costs, and professional services.

Allows the Arkansas Natural Resources Commission to adopt new rules and regulations to implement the appropriation without being restricted by requirements applicable to other programs.

Permits the agency to accept and use grants, donations, and Federal funds to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursement of funds.

Takes effect July 1, 2015 as an emergency measure necessary for essential governmental operations.
