Appropriates $1,000,000 to the Arkansas Natural Resources Commission from the General Improvement Fund for grants, loans, construction, repairs, equipment purchases, land acquisition, fees, administrative costs, and professional services.

Authorizes the Arkansas Natural Resources Commission to adopt new rules and regulations to carry out the appropriation without being restricted by requirements applicable to other programs.

Allows the commission to supplement state funds with federal grants, donations, and unobligated cash income, provided that existing Maintenance and General Operations funds cannot be used for these purposes.

Requires strict compliance with state purchasing laws, accounting procedures, budget laws, and fiscal control regulations in disbursing the appropriated funds.

Declares an emergency to make the Act effective July 1, 2015, citing the Arkansas Constitution's one-year appropriation limit and the essential nature of the funds to agency operations.
