Establishes maximum of 29 regular employees for the Arkansas State Board of Nursing for fiscal year 2015-2016, including an executive director at $104,834 annually and various administrative, legal, and support positions.

Appropriates $2,822,770 from the State Board of Nursing Fund for personal services and operating expenses, including $1,490,992 for regular salaries, $477,629 for personal services matching, and $852,149 for maintenance, general operations, conferences, travel, professional fees, and capital outlay.

Appropriates $236,691 for the Nursing Student Loan Program to make student loans.

Appropriates $35,000 for Nursing Education Workshops operating expenses and $192,500 for criminal background check operating expenses.

Act becomes effective July 1, 2015 and is declared an emergency measure necessary for agency operations.
