Appropriates $1,000,000 to Northwest Arkansas Community College from the General Improvement Fund for construction, renovation, maintenance, equipment, security enhancements, technology upgrades, and library resources.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the college to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Restricts use of appropriated funds to purposes specified in budget manuals, Agency Requests, Executive Recommendations, and Legislative Recommendations prepared by the Department of Finance and Administration.

Declares an emergency clause making the act effective July 1, 2015, citing constitutional restrictions on multi-year appropriations and the need for timely funding of college operations.
