Commissions from prisoner telephone services and profits from prisoner commissary services in county and regional detention facilities are deposited into the county sheriff's office fund, with 100% credited to the communications facility and equipment fund under Arkansas Code § 21-6-307

County sheriffs may allocate up to 75% (increased from 50%) of these commissions and profits for maintenance and operation of county jails

Sheriffs must provide monthly reconciled cash disbursements and receipts journals to the county treasurer by the tenth day of each month for the communications facility and equipment fund

Funds in the communications facility and equipment fund may be used for staff training, communications equipment operation and repair, vehicle and weapons purchases, and other sheriff department equipment improvements

The bill exempts funds from Department of Correction facilities, Department of Community Correction facilities, municipally owned detention facilities, and counties with populations of 175,000 or more from these provisions

Bill is effective January 1, 2016
