Appropriates $25,000 to the State Military Department from the General Improvement Fund for personal services, operating expenses, materials, equipment, renovations, construction, and maintenance related to military justice administration in the Arkansas National Guard.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the department to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Specifies that funds must be used in compliance with stated reasons documented in budget manuals, agency requests, executive recommendations, and legislative testimony.

Declares an emergency effective July 1, 2015, citing the constitutional one-year appropriation limit and the need for immediate agency operation.
