Appropriates $1,000,000 to the Northwest Technical Institute from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Prohibits contracts or obligations from exceeding available State Treasury funds, but allows the institute to accept grants, donations, and Federal funds to supplement the appropriation.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Establishes that funds must be used in compliance with stated reasons for appropriation as documented in budget manuals, agency requests, and legislative recommendations.

Declares an emergency effective July 1, 2015, due to constitutional requirements limiting appropriations to one-year periods and the need for timely operational funding.
