Appropriates $613,000 to East Arkansas Community College from the General Improvement Fund for renovations, maintenance, equipment, security enhancements, technology upgrades, and library resources for Classroom Building 1, including sidewalks, lighting, and landscaping

Allows the college to supplement state funds with federal grants, donations, and unobligated cash income to finance the full project cost

Prohibits use of maintenance and general operations funds for the purposes outlined in this appropriation

Requires compliance with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations in disbursement of funds

Establishes July 1, 2015 as the effective date with emergency clause due to Arkansas constitutional restrictions on appropriations exceeding one year
