Appropriates $1,794,000 to East Arkansas Community College from the General Improvement Fund for construction, maintenance, equipment, security enhancements, and technology upgrades of a Student Center Facility, including sidewalks, lighting, and landscaping.

Allows the college to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance the entire project cost.

Prohibits the use of General Assembly appropriations for Maintenance and General Operations from being diverted to this project.

Requires compliance with Arkansas state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations in disbursement of funds.

Declares an emergency effective July 1, 2015, due to constitutional restrictions on appropriations beyond one year and the need for immediate agency operations.
