Appropriates $4,208,000 to East Arkansas Community College from the General Improvement Fund for construction, maintenance, equipment, security enhancements, and technology upgrades for a Workforce Training Facility, including sidewalks, lighting, and landscaping.

Allows the college to accept and use grants, donations including Federal funds, and unobligated cash income to supplement State Treasury funds for project costs.

Prohibits use of General Assembly appropriations for Maintenance and General Operations to fund the project purposes outlined in the act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2015, stating that immediate implementation is essential to agency operations and compliance with constitutional restrictions on one-year appropriation periods.
