Appropriates $500,000 to Arkansas State University - Newport from the General Improvement Fund for construction, operations, renovation, maintenance, and equipment technology upgrades for a Workforce Education Program facility.

Permits the institution to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to finance the entire project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Prohibits use of the appropriated funds to replace existing Maintenance and General Operations funding for the agency.

Declares an emergency effective July 1, 2015, to enable immediate operation and administration of the workforce education program expansion.
