Appropriates $110,000 to East Arkansas Community College from the General Improvement Fund for campus disaster recovery and business continuity improvements, enhancements, equipment, renovation, maintenance, and upgrades.

Permits the college to supplement state funds with grants, donations, and federal funds, but prohibits use of existing Maintenance and General Operations funds for these purposes.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in disbursement of appropriated funds.

Declares an emergency effective July 1, 2015 to ensure the agency can operate, as Arkansas law prohibits appropriations for more than one fiscal year.
