Appropriates $1,000,000 to the Northwest Technical Institute from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades/equipment, and library resources.

Prohibits contracts or obligations from exceeding available State Treasury funds, but permits the institute to accept grants, donations, Federal funds, and use unobligated cash income to supplement State funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursement of funds.

Restricts use of existing Maintenance and General Operations appropriations for the purposes funded by this act.

Declares an emergency clause making the act effective July 1, 2015, to ensure essential operation of the agency; approved March 16, 2015.
