Appropriates $250,000 to the Department of Human Services for grants to community-based programs covering personal services, operating expenses, equipment, supplies, and maintenance expenses.

Appropriates $250,000 for a grant to Radiation Therapy Institutes for providing radiation therapy services.

Funds are payable from the General Improvement Fund or its successor fund and are not restricted by requirements applicable to other programs currently administered.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless specifically provided otherwise.

Declares an emergency effective July 1, 2015, finding that the appropriations are essential to agency operations and the immediate preservation of public peace, health, and safety.
