Amends Arkansas Code § 20-27-705(3) to add e-cigarettes and electronic/digital nicotine vapor devices to the definition of "tobacco" in public smoking regulations for medical facilities.

Expands the definition of "smoking" in the Arkansas Clean Indoor Air Act of 2006 (§ 20-27-1803(16)) to include e-cigarettes and electronic devices that produce nicotine or other substance vapor.

Updates the Arkansas Protection from Secondhand Smoke for Children Act of 2006 (§ 20-27-1902) to define "smoking" to include e-cigarettes and electronic vapor-producing devices in motor vehicles.

Amends e-cigarette definitions across multiple state codes (§§ 4-16-101, 5-27-233, and 6-21-609) to establish consistent terminology and criteria for devices containing heating elements, batteries, electronic circuits, and liquid nicotine delivery systems.

Adds e-cigarettes to the definition of "smoking" in The Clean Air on Campus Act of 2009 (§ 6-60-803(6)) with the same device specifications, while excluding FDA-approved drugs and combination products from all definitions.
