Appropriates $4,760 from the Miscellaneous Agencies Fund Account to the Arkansas Department of Emergency Management for Arkansas Fire Protection Services Board stipends for fiscal year ending June 30, 2016.

Amends Arkansas Code § 25-16-904 to add the Arkansas Fire Protection Services Board to the list of state boards authorized to pay members stipends not exceeding $85.00 per day for meetings, examinations, evaluations, inspections, or board business.

Requires all disbursements to comply with state procurement laws, accounting procedures, revenue stabilization law, salary restrictions, and Department of Finance and Administration regulations.

Declares an emergency effective July 1, 2015, citing the constitutional prohibition on multi-year appropriations and the essential need for agency operations.
